How do downlaod games?

I am new to this and just wonder how to download games. Do these games work on jcink forum?

You get 8 game downloads per day.
If you make a post in the forum, then you get 10 more..

Each game has its own download link..

Is this still accurate? I can't find any download links in the arcade, and I have made a post. Is there a minimum number of post required now?

Since I can't post in that thread, do I assume if I don't get a response to my PM that I'm not going to be able to download? Is that no longer allowed? If I can just get a straight answer, I'll check elsewhere for downloads.

ETA: Since Junkyman deleted his response that the admin would be back eventually, I take that to mean downloading is no longer allowed. This will be my last visit.
